Stella graduated from the National University of Singapore with a B.Sc (Pharm). She also has a Graduate Diploma in Business Administration.

Currently, she is the Regional Regulatory Affairs Manager with Hyphens Marketing and Technical Services Pte Ltd. Prior to joining the regulatory sector, she worked as a hospital pharmacist for 3 years. With more than 10 years experience in regional regulatory affairs, she plays a key role in ensuring successful registration of products ranging from pharmaceuticals, cosmetics, dietary supplements and medical devices in a timely manner. The countries which she oversees include Singapore, Malaysia, Philippines, Vietnam, Cambodia, Myanmar and Indonesia. She is responsible for regulatory strategy planning, registration of products and post-marketing activities.

Separately, she is also instrumental in starting up the regulatory affairs service to provide contract consultancy service to assist companies with regulatory work. This service has successfully assisted companies to navigate through the unique regulatory climate in ASEAN countries and take their products via the shortest route into the emerging markets cost-effectively.

To date, she has obtained numerous registrations for various categories of products.

Pharmaceutical and Biologics Branch, Therapeutics Products division, Health Products Regulation Group

Dr. Chong obtained her Bachelor (Honours) Degree in Chemistry, majoring in Bio-organic Chemistry and Toxicology. Postgraduate research in drug design and drug delivery systems had taken her to universities in the UK and the US, before she joined the Health Sciences Authority (HSA) 5 years ago.

She is currently the Deputy Director of the Quality Regulatory Unit (QRU) - Pharmaceuticals & Biologics Branch, Therapeutic Products Division of the Health Products Regulation Group (HPRG). HPRG ensures that drugs, innovative therapeutics, medical devices and health-related products are wisely regulated and meet appropriate safety, quality and efficacy standards. In her capacity, Dr. Chong oversees the QRU, which is responsible for the evaluation of Chemistry, Manufacturing & Control (CMC) of all the western medicinal products including those of the Biological nature.

Exploit Technologies Pte Ltd (A*Star)

Ho Cheng Huat is an Executive Vice President of Exploit Technologies Pte. Ltd., the marketing and commercialisation arm of A*STAR. As head of the Intellectual Property (IP) Management Division within Exploit Technologies, he oversees a team of IP managers to manage A*STAR’s patent portfolio. Concurrently, he is the Director of Singapore’s IP Academy, a national initiative of the Ministry of Law that is dedicated to the deepening and broadening of Singapore’s knowledge and capabilities in IP protection, exploitation, and management.

Cheng Huat started his career as a radio-frequency development engineer in Motorola Electronics Pte. Ltd., the Singapore subsidiary of Motorola, Inc. In 1994, he joined the Asia-Pacific IP Law Department of Motorola, Inc. and, after legal & IP training and education, became a patent attorney in that Department and supported various local and overseas Motorola business units until December 1999. Subsequently, from 2000 to 2002, he worked as a patent agent in two Singapore patent firms. As a patent practitioner during these years, Cheng Huat drafted, filed, and prosecuted Singapore and international patent applications for local and overseas clients.

Kristian is a Director of the firm and a Principal of our associated Australian firm, Spruson & Ferguson. Kristian is based permanently in Singapore where he is Head of the Chemical & Life Sciences group.

Kristian’s practice primarily involves the preparation, drafting and prosecution of patent applications, advice in relation to patent validity and enforcement, patent strategy, patent revocation actions, and patent infringement advice, predominantly in the fields of chemistry, biochemistry, nanotechnology, materials science, and process engineering. Kristian has considerable experience in patent revocation practice before the Intellectual Property Office of Singapore and in advising clients in connection with patent litigation actions in the Singapore High Court.

Kristian is a qualified Singapore Patent Agent and a qualified Australian and New Zealand Patent Attorney. His technical qualifications include a Bachelor of Chemical Engineering (Hons) degree from Curtin University of Technology and a Bachelor of Science (Chemistry) degree from Murdoch University.

Kristian is a Fellow of the Institute of Patent and Trade Marks Attorneys of Australia and is an Executive Committee member of the Association of Singapore Patent Agents. Kristian is also a member of the Patent Examination Committee of the Board of Patent Examiners of the Intellectual Property Office of Singapore, and is involved in the setting and marking of the examination papers for candidates seeking qualification as Singapore Patent Agents.
